59 Syrians Killed in 2 Days, 301 Civilians Killed in November in US-Led Air Strikes, Israeli Air Strikes Resumed

27 were killed on November 30, 2018, including 2 members of the regime forces and militiamen loyal to them and 23 other people

The body of a member of Hayyaat Tahrir al-Sham was found dead in Qah camps area in the northern countryside of Idlib, but no information about the motives and causes of the assassination.

At least 3 members of a pro-Turkish faction were killed in an attack by a group of YPG special forces against a site of “Euphrates Shield” factions in Abla village near al-Bab city in the northeastern countryside of Aleppo.

At least 12 members of the “Islamic State” organization were killed in shelling and clashes at the Syrian – Iraqi border, and 7 ISIS members were killed during airstrikes by International Coalition warplanes on Hajin and the enclave of the “Islamic State” organization east of Euphrates.

And 2 members of the regime forces and militiamen loyal to them were killed in shelling and clashes against the “Islamic State” Organization and the factions.

At least 1 member of the “Islamic State” Organization and the factions of non-Syrian nationalities were killed in clashes and shelling of warplanes and helicopters and shelling on areas of their presence. 

32 were killed on November 29, 2018, including a member of the regime forces and militiamen loyal to them and 29 other people

1 citizen joined yesterday, the convoy of casualties of the Syrian revolution.

In Deir Ezzor Province, a person died under torture in the Syrian security detention camps

Two people were killed during a raid by members of the Syria Democratic Forces for a house in Thiban town.

It rose to 38 at least, the number of civilians, fighters, and prisoners who were killed by the International Coalition warplanes after they targeted a prison, a hospital, and houses seized by the “Islamic State” Organization and turned them to headquarters in the same enclave, and among the casualties there are at least 16 persons including 5 prisoners and the other 22 are members of the “Islamic State” Organization.

At least 2 members of the “Islamic State” organization and the factions of non-Syrian nationalities were killed in clashes and shelling by warplanes and helicopters and shelling on areas of their presence.

206 civilians were killed in bombardment by the International Coalition out of 301 civilian casualties documented by the Syrian Observatory during November 2018

The Syrian Observatory for Human Rights documented the death of 1180 people in October 2018, and they were distributed as follows:

Civilian casualties: 301 people including 105 children under the age of eighteen, and 70 women over the age of eighteen, and they were killed as follows:

23 citizens including 11 children and 3 citizen women were killed in shelling by the regime forces. 1 female child was killed in shelling by the Turkish Forces. 3 citizens were killed under torture in Syrian security prisons. 2 citizens were killed by the Turkish border guards. 7 citizens including 4 woman and 2 children were executed by the “Islamic State” Organization. 5 citizens including a child were killed by the factions. 206 people including 77 children and 57 citizen women were killed in airstrikes by International Coalition. 42 citizens including 10 children and 4 women were killed in unknown circumstances. 2 citizens died due to bad health condition and the lack of necessary treatment. 10 citizens including a child and a woman were killed in the explosion of booby-trapped vehicles.

And the Syrian Observatory for Human Rights documented 13 massacres during November 2018, which left 229 civilian casualties including 90 children and 59 citizen women, where the International Coalition warplanes carried out 9 massacres which killed 198 citizens including 76 children and 57 citizen women, while the regime forces carried out 2 massacres claimed the lives of 17 citizens including 8 children and 2 women, while 2 massacres took place in mine explosions which killed 14 citizens including 6 children.

And despite the conferences calling for dialogue and solution, and the UNSC resolution and the unreal truces, the bloodshed continues on the Syrian territory and the killing and fighting continues without peace, and the cease-fire truces are only breaks between the conflicting parties in Syrian, where some parties were winners and others lost influence and control, so, we in the Syrian Observatory for Human Rights, reiterates our calls for the international parties to do their utmost efforts to stop the bloodshed of the Syrian people, who faced tyranny and injustice to reach a state of justice, democracy, freedom and equality, and we the Syrian Observatory pledge to continue to monitor and document the massacres, violations, war crimes and crimes against humanity committed against the Syrian people, in addition to the publication  of statistics about them in order to stop the perpetration of these crimes, violations and atrocities against the Syrian people, and to refer the perpetrators of these violations to the concerned courts of the state, so as not to escape their punishment for the crimes they committed against the people who was and still dream of having a state of democracy, freedom, justice and equality for all components of the Syrian people.

Syrian media say anti-ISIS coalition air strikes kill dozens

The Syrian Observatory for Human Rights said air strikes by the US-led coalition against ISIS in eastern Syria this week killed dozens of people in the militant group’s last major foothold.

The coalition could not immediately be reached for comment on the report. Syrian state media also reported dozens of deaths this week.

The Observatory said strikes beginning overnight on Wednesday in and around al-Shafa in the Deir al-Zor countryside had targeted a hospital, prison and houses used by militants in their pocket on the eastern bank of the Euphrates river near the Iraqi border.

The Observatory said around 40 prisoners, civilians and fighters had been killed in strikes with more wounded. The toll rose as bodies were pulled from the rubble.

New air strikes Syrian state news agency SANA, citing local sources, said new air strikes on Friday on al-Shafa killed around 30, bringing the total killed this week in strikes on the ISIS pocket to around 45.

The Syrian government has written to the United Nations a number of times protesting casualties caused by air strikes by the US-led coalition against ISIS.

The US-led coalition, now in a push to defeat the final remnants of ISIS in Iraq and Syria, has previously said it investigates reports of civilian casualties and does all it can to avoid them.

Israel’s first air strikes since Syrian air defence upgrade

Israel has carried out hundreds of air strikes in neighbouring Syria against what it says are Iranian targets, many of them in the area south of Damascus.

Israeli bombs have hit several positions south of Damascus, its first such strikes since Syrian air defences were upgraded following the accidental downing of a Russian plane in September.

Damascus claimed its air defence systems shot down all “hostile targets” late November 29. Israel did not confirm carrying out raids but denied any losses.

According to the Syria Observatory for Human Rights, the strikes hit two positions in the south of Damascus province, including an area believed to be an Iranian weapons depot near the capital.

“Israeli forces bombarded for an hour,” Observatory chief Rami Abdel Rahman said.

Two missiles hit Kisweh, where he said there are “weapons depots belonging to the Lebanese Hezbollah (militant group) as well as Iranian forces”.

Another missile hit the area of Harfa, where there is a Syrian military base, the Britain-based monitor said.

In Kisweh, “the depots that were targeted are used to temporarily store rockets until they are taken somewhere else,” Abdel Rahman said.

“It appears the Israelis had intelligence that weapons had arrived there recently,” he said.

The state news agency said the attack was foiled and did not admit to any losses.

“Our air defences fired on hostile targets over the Kisweh area and downed them,” SANA said, citing a military source.

A military source quoted by the pro-government Al-Watan daily said “the aggression, despite its intensity, was not able to implement any of its goals and all enemy bodies were downed.” Initial reports by the Observatory suggested there were no casualties.

The Israeli military denied any of its assets were hit but stopped short of denying it had conducted strikes at all.

“Reports regarding an IDF (Israeli military) aircraft or an airborne IDF target having been hit are false,” it said in an English-language statement.

It said a Syrian surface-to-air missile was fired in the direction of an open area of the Israeli-occupied Golan Heights but it was unclear if it had hit Israeli-held territory.

Israel has carried out hundreds of air strikes in neighbouring Syria against what it says are Iranian targets, many of them in the area south of Damascus.

Iran and Russia are the government’s key allies in the civil war that has raged Syria since 2011, and Moscow’s intervention in 2015 dramatically turned the tables against the rebels.

The accidental downing of a Russian transport aircraft by Syrian ground batteries during an Israel air strike on September 17 killed 15 service personnel.

Moscow pinned responsibility for the downing on Israel, saying its fighter jet used the larger Russian one for cover, an allegation Israel disputed.

Russia subsequently upgraded Syrian air defences with the delivery of the advanced S-300 system, which Damascus had said last month would make Israel “think carefully” before carrying out further air raids.

The move raised fears in Israel that its ability to rein in its arch foe Iran’s military presence in its northeastern neighbour would be sharply reduced.

Israeli Prime Minister Benjamin Netanyahu had told Moscow his government would continue to hit hostile targets in Syria to prevent Iran from establishing a military presence across the border.

He added that Israel would “continue security coordination” with Russia.

Operation Roundup, which began May 1 for the defeat of ISIS in the Middle Euphrates River Valley and Iraqi- Syrian border region, has continued to gain ground and remove terrorists from the battlefield through offensive operations coupled with precision Coalition strike support.
 
Combined Joint Task Force - Operation Inherent Resolve and its partner forces' operations are exerting pressure on ISIS senior leaders and associates, as well as degrading, disrupting and dismantling ISIS organizational structures throughout Iraq and Syria.
 
Operation Roundup will continue to target ISIS remnants as the Coalition remains committed to the lasting defeat of ISIS to increase peace and stability in the region, and to protect all our homelands from ISIS's terrorist threat.
 
Weekly Strike Summary
 
Nov. 18-24, 2018, CJTF-OIR conducted 185 strikes consisting of 248 engagements in Syria and Iraq.
 
On Nov. 24 in Syria, Coalition military forces conducted 65 strikes consisting of 86 engagements against ISIS targets.
•             Near Hajin, 65 strikes engaged 24 tactical units and destroyed 28 firing positions, eight vehicles, six fighting positons, four supply routes, four IED factories, two buildings, five command and control facilities, two staging areas, one vehicle borne IED, one piece of engineer equipment,  one checkpoint, one weapons cache and one AAA system. 
There were no reported strikes conducted in Iraq on Nov. 24.
 
On Nov. 23 in Syria, Coalition military forces conducted 50 strikes consisting of 69 engagements against ISIS targets.
•             Near Hajin, 50 strikes engaged seven tactical units and destroyed 27 firing positions, five fighting positions, five supply routes, two vehicle borne IEDs, one armored vehicle, four tunnels, three technical vehicles, four tunnels, one checkpoint, one bunker, and one mortar firing positon. 
 
 There were no reported strikes conducted in Iraq on Nov. 23.
 
On Nov. 22 in Syria, Coalition military forces conducted 11 strikes consisting of 13 engagements against ISIS targets.
•             Near Hajin, 11 strikes destroyed one supply route, three fighting positions, four firing positions and four technical vehicles.
 
 There were no reported strikes conducted in Iraq on Nov. 22.
 
On Nov. 21 in Syria, Coalition military forces conducted 11 strikes consisting of 16 engagements against ISIS targets.

On Nov. 15 in Syria, Coalition military forces conducted 19 strikes consisting of 38 engagements against ISIS targets.
•             Near Hajin, 19 strikes destroyed five buildings, three supply routes, 11 fighting positions, two mortars, one weapons cache, and one command and control center.
 
There were no reported strikes conducted in Iraq on Nov. 14, 2018.
 
On Nov. 14 in Syria, Coalition military forces conducted 26 strikes consisting of 48 engagements against ISIS targets.
•             Near Hajin, 26 strikes engaged eight tactical units and destroyed eight buildings, three supply routes, four command and control centers, two weapons caches, three fighting positons, four staging areas, and one tunnel.
 
There were no reported strikes conducted in Iraq on Nov. 14, 2018.
 
On Nov. 13 in Syria, Coalition military forces conducted 24 strikes consisting of 45 engagements against an ISIS targets.
•             Near Hajin, 24 strikes engaged two tactical units and destroyed three buildings, five supply routes, six weapons caches, one tunnel, one fighting position, two command and control centers, three staging areas, and two observation points.
 
There were no reported strikes conducted in Iraq on Nov. 13, 2018.
 
On Nov. 12 in Syria, Coalition military forces conducted 17 strikes consisting of 38 engagements against ISIS targets.
•             Near Hajin, 17 strikes engaged 18 tactical units and destroyed 10 buildings, one weapons cache, one tunnel, one command and control center, and two supply routes.
 
There were no reported strikes conducted in Iraq on Nov. 12, 2018.
 
On Nov. 11, 2018 in Syria, Coalition military forces conducted 23 military strikes consisting of 34 engagements against ISIS targets.
 
•             Near Hajin, 23 strikes engaged 16 tactical units and destroyed nine buildings, two weapons caches, four tunnels, two fighting positions, two supply routes, two command and control centers, one piece of heavy equipment, and one visual observation post.
 
There were no reported strikes conducted in Iraq on Nov.11, 2018.

Monthly Civilian Casualty Report

SOUTHWEST ASIA --

The (US-Led) Coalition has worked by, with and through partners since 2014 to defeat ISIS in designated parts of Iraq and Syria, liberating nearly eight million Iraqis and Syrians from ISIS’s brutal rule and reducing its control of territory to approximately one percent of what it previously held.  

CJTF-OIR continues to employ thorough and deliberate targeting and strike processes to minimize the impact of our operations on civilian populations and infrastructure. This process includes thorough review and vetting of each target package prior to a strike, and another review after that strike. Our regular strike reports make our activities publicly accessible, and our monthly publication of civilian casualty reports makes our civilian casualty assessments similarly accessible to the public. 

As demonstrated, CJTF-OIR is willing to consider new civilian casualty allegations as well as new or compelling evidence on past allegations to establish accountability based on the best available evidence.  

The Coalition conducted a total of 30,738 strikes between August 2014 and end of October 2018. During this period, based on information available, CJTF-OIR assesses at least 1124 civilians have been unintentionally killed by Coalition strikes since the start of Operation Inherent Resolve. 

In the month of October, CJTF-OIR carried over 206 open reports from previous months and received seven new reports. The assessment of 19 civilian casualty reports have been completed. Out of the 19 completed casualty reports, four reports were determined to be credible and resulted in 10 unintentional civilian deaths.  Two of the reports were determined to be duplicate reports that had previously reported and the remaining 13 reports were assessed to be non-credible. A total of 194 reports are still open.  

Credible Reports

In each of four incidents, the investigation assessed that although all feasible precautions were taken and the decision to strike complied with the law of armed conflict.

1.            On Aug. 06, 2017, near Marqadah, al-Shadadi, Syria, via self-report. Coalition aircraft struck an ISIS truck that had just attacked U.S. forces with rockets. While the munitions were in flight, unfortunately a civilian exited a nearby building and was unintentionally killed in the blast.  The truck was destroyed. 

2.            On Nov. 1, 2017, near Al Qaim, Iraq, via Airwars report. Coalition aircraft struck a known ISIS headquarters. Unfortunately, one civilian was unintentionally killed in the blast. The headquarters was destroyed.    

3.            On Nov. 2, 2017, near Al-Baghouz, Syria, via Airwars report. Coalition aircraft conducted multiple airstrikes targeting identified ISIS personnel and equipment. Unfortunately, during one of the strikes, five civilians were unintentionally killed. 

4.            On Aug. 25, 2018, near Hajin Syria, via self-report. Coalition aircraft struck a known ISIS safe house. Unfortunately, one civilian was unintentionally injured, and three were unintentionally killed during the attack. The safe house was destroyed.

Duplicate Reports— Two reports were assessed to be duplicate of another report that have been or are currently being assessed this month.

1.            Sept. 9, 2017, near Abu Kamal, Syria, via Airwars report. It is a duplicate of a report in April 2017 that is still open and being investigated.

2.            Mar. 8, 2018, near Hajin, Syria, via Airwars report.  It is a duplicate of a report that is still open and being investigated. 

Non Credible Reports--After a thorough review of the facts and circumstances of each civilian casualty report, CJTF-OIR assessed the following 13 reports as non-credible. At this time there is insufficient information to assess that, more likely than not, a Coalition strike resulted in unfortunate civilian casualties.

1. Jan. 8, 2017, near al-Muthanna neighborhood, Mosul, Iraq, via Airwars report. After a review of available information and the strike video, it was assessed that there is insufficient evidence to find civilians were harmed in this strike. 

2. Jan. 25, 2017, near Sahil al-Khashab village, Syria, via Airwars report. After reviewing all the available evidence, the preponderance of the evidence did not indicate that the alleged civilian casualties were caused by Coalition operations.

3. Mar. 8, 2017, near July 17th neighborhood, Mosul, Iraq, via Airwars report. After a review of available information and the strike video, it was assessed that there is insufficient evidence to find civilians were harmed in this strike.

4. Mar. 9, 2017, near al-Farouk neighborhood, Mosul, Iraq, via Airwars report. After a review of available information and the strike video, it was assessed that there is insufficient evidence to find civilians were harmed in this strike.

5. Mar. 13, 2017, near Mosul al-Jadid neighborhood, Mosul, Iraq, via Airwars report. After a review of available information and the strike video, it was assessed that there is insufficient evidence to find civilians were harmed in this strike.

6. Mar. 14, 2017, near Dur al-Resala neighborhood, Mosul, Iraq, via Airwars report. After a review of available information and the strike video it, was assessed that there is insufficient evidence to find civilians were harmed in this strike.

7. Mar. 16, 2017, near the Euphrates Dam, Tabaqah, Syria, via Airwars report. After a review of available information and the strike video, it was assessed that there is insufficient evidence to find civilians were harmed in this strike.

8. Mar. 19, 2017, near Tabaqah, Syria, via Airwars report. After a review of available information and the strike video, it was assessed that there is insufficient evidence to find civilians were harmed in this strike.

9. Apr. 11, 2017, near Anah, Iraq, via Airwars report. After a review of available information and the strike video, it was assessed that there is insufficient evidence to find civilians were harmed in this strike. 

10. May 8, 2017, near Wadah, Tabaqa, Syria, via Airwars report. After a review of available information and the strike video it, was assessed that there is insufficient evidence to find civilians were harmed in this strike. 

11. June 27, 2017, near Old Mosul, Mosul, Iraq, via Airwars report. After a review of available information and the strike video, it was assessed that there is insufficient evidence to find civilians were harmed in this strike. 

12. July 12, 2018, near an ice factory between Al-Susah and Al-Baghuz Foqani, Deir ez-Zor, Syria, via Syrian Observatory for Human Rights.
