BEIJING, Oct. 12 (Xinhua) --

The Seventh Plenary Session of the 16th Central Committee of the Communist Party of China (CPC) was held from Oct. 9 to 12 in Beijing.

It was decided at the plenum that the 17th CPC National Congress be convened from Oct. 15 in Beijing, according to a communique of the plenum issued on Friday.

A total of 190 members and 152 alternate members of the CPC Central Committee attended the four-day plenum, with members of the CPC Central Commission for Discipline Inspection and leading officials of relevant departments attending as non-voting members.

The plenum was presided over by the Political Bureau of the CPC Central Committee. Hu Jintao, general secretary of the CPC Central Committee, delivered an important speech.

Hu, entrusted by the Political Bureau of the CPC Central Committee, made a work report which was discussed and approved at the plenum.

The plenum also discussed and approved a report, which will be presented by the 16th CPC Central Committee to the 17th Party Congress, as well as an amendment to the Constitution of the CPC.

Both documents will be submitted to the 17th Party Congress for discussions, the plenum decided.

Hu made an explanation to the plenum on the draft report, and Wu Bangguo, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made an explanation on the draft amendment to the CPC Constitution.

The plenum made a positive assessment on the work of the Political Bureau of the CPC Central Committee since the Sixth Plenary Session of the 16th CPC Central Committee held last October, according to the communique.

It held that guided by Deng Xiaoping Theory and the important thought of "Three Represents", the Political Bureau had implemented the spirits of previous six plenums of the 16th CPC Central Committee and the 16th Party Congress and deeply carried out "the scientific concept of development".

The communique says the Political Bureau pushed forward "an overall development of the socialist economic, political, cultural and social construction" and the "great project of the Party building" by "promoting scientific development and social harmony, strengthening macroeconomic control, adjusting economic structures, transforming development style, boosting energy saving and environmental protection, pushing reform and innovation, advancing social development and trying hard to address problems concerning the public's life".

It says the Party has "taken a firm stride" toward the goal of "an overall building of a moderately prosperous society" set in the 16th Party congress in 2002, and "created better conditions" for the convention of the 17th Party congress.

The plenum summarized the Party's work over the past five years and agreed that the past five years was a "unordinary" period, it said.

"Facing a changeful and complicated international environment and shouldering an arduous task of reform and development, the Party has led people of all ethnic groups to conquer various difficulties and risks," the communique says.

It says the country's economic strength was greatly enhanced, the reform and opening-up achieved major breakthrough, people's life was greatly improved, the legal and democratic system construction made new progress, the cultural construction opened new prospects and the development of national defense made historical achievement.

Hong Kong and Macao have continued to maintain prosperity and stability and more efforts have been made to solve the Taiwan issue, it says, adding a multi-faceted diplomacy "achieved great progress" and the Party has seen "steadily developed", all of which opened new prospects for the socialist cause with the Chinese characteristics.

The plenum also appointed Zhu Zuliang, Du Xuefang, Yang Chuantang and Qiu Yanhan, four alternate members of the 16th CPC Central Committee, to full members.

Special Report: Greeting 17th CPC National Congress

BEIJING, Oct. 12 (Xinhua) --

An amendment to the Constitution of the Communist Party of China (CPC) was passed at the Seventh Plenary Session of the 16th CPC Central Committee that closed here Friday.

Wu Bangguo, member of the Standing Committee of the Political Bureau of the CPC Central Committee, elaborated the draft amendment at the meeting, according to the communique released after the plenum.

But the document did not release the details of the amendment.

The Political Bureau of the CPC Central Committee worked out the draft amendment to the Party Constitution on Sept. 17, saying that it will reflect the major strategic thoughts the present CPC Central Committee has set forth since 2002, such as the scientific concept of development.

The plenum also approved a report to be submitted to the upcoming 17th Party Congress by the 16th CPC Central Committee.

Both documents will be submitted to the 17th Party Congress, scheduled to open on Oct. 15.

The latest amendment to the Party Constitution was made at the 16th CPC Congress in November 2002, when the important thoughts of "Three Represents" were highly appraised and written into the Constitution.

At the 15th CPC Congress in 1997, Deng Xiaoping Theory was added into the Party Constitution as the guiding theory for the CPC to stand next to Marxism-Leninism and Mao Zedong Thought. And the theory on building of socialism with Chinese Characteristics was enshrined in the Party Constitution at the 14th CPC Congress in 1992.

Special Report: Greeting 17th CPC National Congress

BEIJING, Oct. 12 (Xinhua) --

The Central Commission for Discipline Inspection (CCDI) of the Communist Party of China (CPC) closed its two-day eighth Plenary Session here Friday, pledging to strengthen efforts to curb corruption.

Although the country's efforts against corruption and graft have taken effect, it must be fully realized that anti-corruption is a "long-term, complicated and tough battle," said the communique released by CCDI after the meeting.

The CCDI will stick to the guideline of curbing graft by both penalty and preventive measures and focusing more on prevention, the document said.

While intensifying punishment of corrupt officials, efforts will be made to close loopholes in policies and systems so as to stem corruption at the source, it said.

More efforts should be made to educate officials about the Party tradition and make them keep close relationship with the people, it said.

The meeting discussed and approved a work report to be submitted by the CCDI to the 17th CPC National Congress, scheduled to open on Oct. 15.

Wu Guanzheng, CCDI Secretary and member of the Standing Committee of the Political Bureau of the CPC Central Committee, addressed the meeting.

BEIJING, Oct. 11 (Xinhua) --

More non-Communist and non-politically affiliated people will assume senior positions in central and local governments, a senior official has promised.

"The central authorities will make proper appointment arrangements for non-Communist friends who meet the requirements of government positions so as to make the best use of their expertise," said Chen Xiqing, deputy head of the United Front Work Department (UFWD) of the Central Committee of the Communist Party of China (CPC) in an online interview.

The united front work, led by the CPC, refers to efforts to pool resources of different sectors for national construction.

Since the 16th CPC national congress in 2002, non-Communists had made great progress in participating in state affairs, Chen said.

More than 177,000 non-Communist members sat in legislatures, including seven vice-chairpersons of the Standing Committee of the National People's Congress, the top legislature, and 50 standing committee members.

Forty-one non-Communist officials served as vice directors of provincial legislatures and 462 as standing committee members.

The country had more than 337,000 non-Communist political advisors, including 13 vice-chairpersons of the National Committee of the Chinese People's Political Consultative Conference and 195 standing committee members, Chen said.

More than 31,000 non-Communists were officials above county level, 27 provincial-level regions had non-Communist vice-governors and about 90 percent of cities and counties had non-Communist vice directors, he said.

More non-Communist people were expected to become leaders of state-level or local governments as the system of multi-party cooperation and political consultation under the leadership of the Communist Party of China improved.

Chen said the most prominent examples were Wan Gang, Minister of Science and Technology, and Chen Zhu, Minister of Health, who were the first group of non-Communist cabinet appointments since the 1970s when China launched its economic reform and opening up drive.

Chen said his department was building a human resources reserve of members of the "new social stratum", mostly high-income professionals such as lawyers, doctors or company heads, which already comprised more than 200 people.

Special Report: Greeting 17th CPC National Congress

BEIJING, Oct. 10 --

Central authorities of the Communist Party of China (CPC) decided to launch a project of studying and building Marxist Theory in early 2004, which made substantial progress in the past three-plus years. The implementation of this project represents a vital measure of the CPC Central Committee with Hu Jintao as its general secretary to step up the Party's ideological, theoretical building. On this issue, People's Daily reporter Yu Jianbin interviewed a leading official of the office of the project at the request of readers on the eve of the imminent 17th CPC National Congress.

Reporter: Could you give an account of what the project has so far achieved as people from all strata of society have been paying great heed to the progress of this project?

Leading official: The project has scored substantial progress since the launch of the project over three years ago with joint efforts of experts and scholars and various departments under the direct leadership of the CPC Central Committee. Its progress is manifested in the ensuing aspects:

First, new progress has been made in the study and interpretation of the latest outcome in sinifying Marxism. Centered on three vital theoretical achievements on this subject and a range of major strategic ideas set forth by the CPC Central Committee in the past five years following the convocation of the 16th National Congress in late 2002, more than 50 key topics have been worked out and experts have released more than 800 theoretical articles (or essays) from their study on practical, ethnical and epochal characteristics of Marxism in the present-day China, providing a powerful, academic reasoning prop for the Party's theoretical innovation.

Second, new progress has been made in the study of major theoretical and practical issues. Centered on such great strategic concepts as the scientific outlook on development and the building of a socialist, harmonious society, a series of theoretical, study-group meetings have been held, which brought forth a batch of theoretical research findings and, centered on some "hot, knotty" issues of concern to the masses of people and officials, serial popular books have been edited as imperative, supplementary reading materials for ordinary people or Party officials. Moreover, the relevant specialists have been organized to study special theses in an effort to provide useful materials for the CPC and government departments in making their policy decisions.

Third, new progress has been made in the compilation and translation of classic Marxist works. To cope with demands of both officials and commoners to study the classic works of Marxism, the recompilation, re-translation and revision have done to the existing versions of the Marxist classic works. To date, the 10-volume Collective Works of Karl Marx and Friedrich Engels and Lenin's Treatise in five volumes have basically undergone the compilation, revisions and checks of the existing translations.

Fourth, new progress has been made in updating a setup for disciplines or branches of learning and the teaching materials setup. With regard to the building of discipline setup, the study of Marxist theories has been taken as the first-class discipline, and the study of ABC Marxist theories, the historical development of Marxism, the signification of Marxism and the development of Marxism overseas as the second-class discipline. And the Marxist theoretical research discipline setup has initially taken shape with respect to the study of philosophy, political economy, scientific socialism, political science, sociology, media science, historiography, jurisprudence and literature, etc.

Moreover, the Publicity Department of the CPC Central Committee (PD) and the Ministry of Education (ME) this year again drafted an "overall, essential teaching material editing plan for philosophy and social science at institutions of higher learning under the project of studying and building Marxist Theory. The "overall plan" proposes incorporating a total of 41 varieties of essential teaching materials, involving 10 college disciplines in the plan, which are expected to complete in 2011. At present, the work of editing and compiling the first batch of essential teaching materials is proceeding well and smoothly, and four new books about college ideological, political theories have already been put to use.
